Nobody would doubt Professor Thorp's authority and commitment with Peruvian studies. I would not hesitate in buying her book. However, I would like to mention that at an over 68 dollars price, the target customers for this work are not college students. I teach a class on Race and Ethnicity in Latin America and it frustrates me to realize that I would not be able to assign it because it would take more than half of the meager budget a college student has for books. College libraries are walking away from acquiring highly specialized books in the social sciences, such as this. We are in a crisis and the academic world is feeling it all over.My second concern about professor Thorp's book is its time-frame. The book ends with the Fujimori's Era, that is, with the first and most severe stage in the implementation of the neoliberal program. Eleven extremely significant years have gone by. During these years, the Peruvian GNP has multiplied, regions are electing their own representatives who in turn are administering the taxes monies from the mining companies operating in their territories. Personal income has gone from over 2 thousand dollars/year to five thousand/year only in the last 4 years. Granted, the basic issues of state racism and the neglect of the indigenous people remains. However, an extensive literature on poverty and poverty control grounded on the examples of Brazil, Chile and Mexico has inspired a new management style approach to social programs during the Garcia administration. This literature and its outcomes need to be critically examined, the tension between economic development against growth remains. These isolated efforts to placate the major contradictions of the neoliberal model in terms of poverty along with the state's authoritarian/technocratic view of natural resources located in the natural habitat of the indigenous people are the major contradictions of the 21st century which, unfortunately, this very expensive book does not address.
